How To Apply For Provincial Nomination Through Express Entry

There are several ways a foreign skilled worker, can immigrate to canada, they can immigrate through express entry, provincial nomination, etc.


To immigrate to Canada, through it's provincial nominee program, either through express entry stream or non-express entry stream, there some steps you need to take, towards actualizing your dream. 
To apply for a Provincial Nomination in Canada , through the Express entry stream, the first step is.

To create and submit an express entry profile

This is the first step to take, towards your permanent resident application. Create and submit an express entry profile, 
There are several ways a foreign applicant can immigrate to Canada, the Canadian federal government has ensured this by creating various pilots through which foreign applicants, can be assessed in order to come, work and live in their country permanently. 

Examples are, Express entry, Provincial nomination, etc
You should create an account, this will help you to create an express entry profile, submit and pay for your application. It will also help you to get every update and message related to your application and also to update your profile if the need arises.
           
 If you meet all the requirements of any of the three major federal immigration programs.

They are


  • The Federal Skilled Worker Program
  • The Federal Skilled Trade Program
  • The Canadian Experience Class


You will enter the express entry pool, where the other qualified and eligible Express entry candidates are. If you have already gotten a nomination from a province or territory, it must be stated in your express entry profile, that you already gotten a provincial  nomination from a province. 
You will do this by clicking a "yes" in the nomination selection section in your express entry profile to confirm that you have already gotten a provincial nomination through express entry and also choose the province or region that nominated you.

How to confirm your nomination through the express entry stream
  
To have your provincial nomination through the express entry stream confirmed, you must contact the province or territory that nominated you and send them your job seeker validation code, that is your express entry profile number.

If your space or partner is not coming with you to Canada or they are already Canadian citizens or Permanent Resident, you will gain points as if you don't have a spouse or common law partner.

This must be done after a province has accepted to nominate you because the province is expected to confirm your nominated electronically. The province will use the information you sent to them to confirm your nomination with immigration refugees and citizenship Canada (IRCC). 
Once this is done, a confirmation message will be sent to your profile, you can either reject or accept the nomination.
      
If you choose to accept the nomination from the province or territory. You will be assessed by the system to confirm that you meet all the requirements, of a Provincial Nominee Program.
You will receive a letter in your account that confirms your nomination.

After you have submitted your profile, it will be placed in the express entry pool and you will be granted 600 additional points, that will automatically help you get an invitation to apply.
That is the highest extra point a permanent resident applicant can get.

If you have already gotten points from study in Canada or points for Canadian job offer the only points that will be added to you is the 600 extra points.

If on the other hand you ignore the nomination and did not accept the nomination, you won't be eligible for the provincial nomination, unless you are invited by another province.

NB - Once you create your express entry profile, its advised that you register for the job bank within 30 days, so that you will be invited to apply for any program you have been found to be eligible for or qualified for.
             
There are two ways an express entry applicant can get a nomination under a province or territory's express stream if the applicant is already in the express entry pool and wish to be considered for the provincial nomination.

Examples are

  •  Apply directly to the province or territory
  • A province or territory finds your profile and contacts you through your account
You can only have one nomination at a time, but you can get more than one notification  of interest at a time. You must reject the nominated by clicking the "do not accept" button in your profile or account if you have an offer or nomination in your profile, but have the desire of being nominated by a different province.

You will receive an invitation to apply in your account after accepting your nomination, stating the program you have been invited to apply for and the next step to take.

After receiving the message you can then apply online, when you receive an invitation to apply you are expected to provide all the proof and the information that you have stated in your profile or account.

You will be given a maximum of 60 days to submit your online application for permanent resident.

It's better to start filling the online form immediately in order to get all the required documents and information needed, before your invitations expires.

NOTE - You will be granted an extra 600 points, when your accept a nomination, this will enable you to get an invitation to apply
      
To fill the online form for permanent residence.


  • Sign into your account
  • Click the link to apply  for permanent resident under express entry.

You will be sent a letter to your account stating that: 

  • The program you may apply to
  • The number of Comprehensive Ranking System points you were granted
  • The deadline for submitting your application and the next step you should take.
Then you will fill your application and upload your supporting documents and pay your application fees. Your application must be submitted through your account.
IF YOUR NOMINATION IS WITHDRAWN FROM A PROVINCE

If your application is withdrawn from a province or territory, before you are invited to apply, for  permanent resident. You are expected to withdraw from the express entry  pool and submit a new profile.

If your nomination is withdrawn from the province, after you have been invited to apply, but before you submit, your application for permanent residence. You must reject the invitation and withdraw your application/profile, then submit a new one.

If you decide to go ahead with the permanent residence application, it will be rejected  and your money will not be refunded.

If you do not follow the instruction or directions, in either way. You could be found inadmissible and be banned from applying to come to Canada, for the next five years.

NB: You need to give your finger prints and biometrics in most cases, after you apply, you must must apply through the online system, if your  nomination is through an express entry system.

Tips and things you need to know about Provincial Nomination

There are some countries that give foreign skilled workers, easy access to relocate to their country, to work and live in their country permanently and also help in developing and building the country's economy.


The provinces, territories or regions of most of these countries, also have their own immigration programs, through which they invite , select and nominate foreign skilled workers,  for provincial or regional nomination.


These provinces  also work hand in hand with their Federal governments to invite highly skilled workers to apply for permanent residency in their country.


Examples of such countries are - Australia, Canada, New Zealand, etc.


Permanent residency is a status granting a foreign applicant the right work and live in a particular country, eg, like these countries mentioned above.


These applicants may not be citizens after they've been granted their permanent card, but they will have the same right and responsibilities that a citizen has, such as, to work, live and study anywhere in the country and also there's provision for them to apply for Citizenship in their chosen country, after living and working there for a certain number of years.


Canada welcomes immigrants twice a month through it's Provincial Nominee Program. Provincial Nominee offers a valuable route to Canadian Permanent Residence.


Canada PNP Stream is inviting applicants who have already applied through Express Entry for Canada PR.


These countries have several programs through which they accept applicants into there country, but the two (2) most popular programs that potential immigrants constantly apply for are...



  • Express Entry
  • Provincial or Regional Nomination

EXPRESS ENTRY


Express Entry is a straight forward application to the countries Federal Government. 

The successful applicants/skilled workers invited, will be given the freedom to live in any province of there choice in the said country and to move to another province at will.  

PROVINCIAL NOMINATION


The applicants will first research and choose a province of their choice, then seek for relocation and Permanent resident approval from these provinces or regions, who are looking for skilled workers to come, multiply, build and live in there province.


For instance, there are about 10 provinces in Canada and all these provinces has their own criteria and requirements that you as a foreign applicant is expected to fulfil, before you will be invited or accepted into their province, territories or region.


Each province has it's own criteria, requirements and target.

For example, a province may be in need of qualified medical practitioners, Tech experts or Teachers, while some will be targeting skilled workers, lawyers or business men and women.
Example, to apply for provincial nomination in Saskatchewan (a province in Canada), you're expected to have at least a minimum of one (1) year work experience in the course you studied in school, to be eligible.

It simply varies from province to province and the way you apply depends on the provincial nomination stream, you are applying for.


The province of Quebec has it's system of selecting immigrants, for it's province.

A foreign applicant who wants to reside in Quebec, will not be able to apply through the express entry system, they have their own rules, criteria and expectations from foreign applicants, who wants to work and live in their province.

There are two (2) ways you can apply for Provincial Nomination



  • Direct Application to a Province or Region
  • Application through the Express Entry Route

DIRECT APPLICATION TO A PROVINCE OR REGION

To put in an application for provincial nomination, you should first choose a province, from all the provinces and regions in your chosen country, check their application requirements and criteria and apply directly to them.

The province will review your application using their point system, if you're able to meet all the requirements, you will be given a nomination, which you will use to apply for permanent residence in their country.

For example, if your chosen country is Canada, your application will be received and reviewed by the IRCC (Immigration Refugees and Citizenship Canada), your medicals, biometrics and character will also be verified by them.

APPLICATION THROUGH THE EXPRESS ENTRY ROUTE

To apply for Permanent residence to any province or region, through the express entry  route, you will first create an express entry profile, using your IELTS (International English Language Testing System) and ECA (Educational Credentials Assessment) report.

Then you will be assessed and verified by the Federal Government  of that country, if you have enough points and meets the Comprehensive Ranking System (CRS) cut off points and able to make the express entry pool, your profile will be reviewed by other provinces and territories in the country.


If you meet the criteria of any of the provinces or you have the qualifications and experiences, they were looking for, you will be invited by the province, to be considered for any of their programs.

This way, you will be sent an invitation to apply from the province.

After the provinces or regions has processed your Provincial Nomination application (the processing time is about 3 -4 months), you will be granted 600 points, which will be added to your Express Entry score, with this additional 600 points, you will be selected and invited to apply for Permanent Resident, in the very next draw, which occurs every 2 weeks.


Candidates are expected to be in the Express Entry pool first, before applying to these provinces for a Provincial Nomination, because they must be assessed and verified by Federal government, before they can be picked or nominated by any of these provinces.


Each province has the ability and permission to invite skill workers to apply for permanent residence, in their province, you will be accepted provided you have all the skills and qualifications they need. Example in Canada and other countries, each province or region has their own separate Provincial Nominee Program and also have one immigration stream that corresponds with the

Federal Express Entry Immigration Selection System.

There are are basically two (2) formats or process through which you can apply for provincial nomination and they are



  • Express Entry Process
  • Paper Based Process

EXPRESS ENTRY PROCESS

This process is for applicants who wants to apply for provincial nomination through Express entry.

A Provincial Nominee applicant can apply in 2 ways.

  • By contacting the province and applying for a nomination under their express entry stream. If you are nominated by a province, you can now create an express entry profile or update your existing profile, if you have any. You will get a nomination through your account and accept it electronically.
  • By creating an Express Entry profile and indicating the provinces, you're interested in. If you receive a notification of Interest from a province in your account, you can the contact them directly and apply to their Express Entry stream. If you're nominated by the province, it will be offered to you through your account and you will also accept it electronically.

In these 2 application processes, you are expected to create an Express Entry profile, so it's always good to create it, right from the beginning.


If you're nominated by a province or Express Entry stream. It will be listed on your nomination certificate and can be confirmed through the province or territory.


HOW TO APPLY FOR PROVINCIAL NOMINATION THROUGH EXPRESS ENTRY


PAPER BASED PROVINCIAL NOMINATION


The process for the paper based provincial nominee is of 2 types.



  • The first thing you have to do is to chose a province or region you want to reside in and send them your application for nomination. When they receive your application, will be reviwed based on
  1. Their application and immigration needs.
  2. Whether you really plan to work and live there.
  • After you've been nominated by a province, you must apply to the IRCC (immigration Refugees and Citizenship Canada), your application will be reviwed and assessed by them, using the Canadian immigration Law.


HOW TO APPLY FOR A PAPER BASED PROVINCIAL NOMINATION.


To submit an application for a provincial nomination, you are expected to meet the minimum requirements of the province and be nominated under that stream.


To be nominated, you are expected to have followed all the rules of application and instructions on their websites..

WAYS YOU CAN IMPROVE YOUR EXPRESS ENTRY COMPREHENSIVE RANKING SYSTEM (CRS) POINTS

Express entry is an online point based system. That gives a foreign applicant, the right to live and work in Canada or Australia without any time limit on their stay.

To become a Canadian or Australia permanent president, you will be assessed through various factors and informations provided in your Express Entry profile, such as your age, language, proficiency, qualifications, work experience, IELTS, etc.

With these factors, the candidate will be awarded points based on how young and skilled they are, coupled with their chances of adaptability.
This is known as the Comprehensive Ranking System (CRS).
This will be used to assess the applicant's express entry profile and also be used to rank and score them in the express entry pool.

The comprehensive Ranking System, is used by the Express Entry System to score candidates who applied through the Federal Governments Skilled Workers Programs.

These Programs Include

  • The Federal Skilled Workers Program
  • The Federal Skilled Trades Program
  • The Canadian Experience Class


Candidates can improve or boost their CRS points while in the express entry pool, they don't have to create or submit a new application, because the first one can still be worked on and improved.
The more points you have the higher your chances of getting an invitation to apply, without staying long in the express entry pool.

There are several ways of boosting or improving your CRS points, while still in the express entry pool, examples are..

IELTS:

This is the international English language language proficiency test, it's one of the factors that will be used in assessing you as a foreign applicant, The IELTS comprises of Listening, Writing, Reading and speaking and it's a compulsory test for Canadian and Australian permanent resident applicants.
This will be used to used to assess the candidates level of English language proficiency, to confirm that they will be able to speak and communicate in English language.
Because of the technicality of this exam, unfortunately most foreign applicants do not get their desired score at one sitting, thereby making it difficult for them to have a high CRS point or the required target score.

A good IELTS  will boost an applicants CRS points, therefore it's necessary to retake this test, if the desired points wasn't gotten in the first sitting.
Some PR applicants go as far as taking the IELTS up to  4 - 5 times or more, in order to get the required and their desired point, which will guaranty them the Permanent Resident Card.





WORK EXPERIENCE:

This is the total number if years the applicant has been in the work force.
The total number of years the applicant has worked for an organisation, will help in boosting the CRS points.
The minimum number of years required is one (1) year, for mostly provincial nomination and 2 years for express entry. The higher the number of years the candidate have worked, the higher their CRS points in the express entry pool.

Having a temporary work in Canada or Canadian work experience, may give an applicant an edge over others and may also guaranty a short stay in the express entry pool.
An Express entry applicant with a none or minimal work experience, should work on accumulating experience in their field or getting a temporary work in Canada.

The number of years an applicant has worked will not only boost the CRS points, but will also show the level of their experience and skills.

EXPLORE THE SPOUSAL OR COMMON-LAW PARTNER POINTS:

An express entry applicant should explore all the available options of improving and boosting their CRS points. In order to get the maximum points in the permanent resident application journey, an applicant should explore the spousal points by evaluating their common-law partner's credentials along with their own and also taking the IELTS along with them also, the points from their work experience and even their age, will be added to the applicant's CRS points.

This will greatly boost their points as a family in the express entry pool. PR candidates who are married should include their common-law partners in their Canadian or Australian Express entry journey, in order to get all the necessary and available points  possible to increase their chances of getting an invitation to apply.

GETTING A JOB OFFER LETTER FROM A CANADIAN COMPANY

This can be made possible by the PR applicant, through application of jobs to several Australian or Canadian companies with LMIA, from their native countries.
LMIA means the Labour Market Impact Assessment.
This is a document that gives an employer in Canada the liberty of hiring foreign and skilled workers from another country. The employer is mandated to obtain this document, before hiring foreign workers.

Express entry candidates who were able to get a job offer an employer in Canada or Australia, have a very high chance of getting an invitation to apply and this will also help in improving the candidates CRS points in the Express Entry pool.




EDUCATION/QUALIFICATIONS: A permanent resident application should consider taking up an approved program, which will help in boosting their points for Canadian or Australian Express entry. This could be a few months program,which is accredited and also approved by the Canadian Government. A program that is capable of fetching the applicant extra points and can be used to claim 2 or more certificates.

The applicant can also decide to go straight for MSC/MBA, which is even far better than just BSc, HND or 2 BSc joined together.

LEARNING THE CANADIAN SECOND LANGUAGE

Canada has 2 official languages, namely ENGLISH AND FRENCH. And from recent news and updates, they seem to be in need of skilled workers who can understand and also speak French fluently. These set of people are encouraged to apply for apply for permanent resident in Canada, because most Canadian provinces has French as their first language.

Candidates who understands both English and French, may decide to get tested in these 2 languages, this will further increase their CRS points, it's regarded as a step in the right direction especially, if the applicant is battling with low CRS points.

Provincial Nomination is a crucial part of the Canadian and Australian permanent resident. If an applicant is nominated. After creating an express entry profile, the applicant should also apply to different provinces or regions in Canada for provincial nomination.

If the applicant is nominated by a province, they will be awarded/granted additional 600 points which will be added to their Express Entry score, this will automatically them the invitation to apply.

The candidate should cross-check their CV and confirm that it's showcasing their skills and also clearly typed or stated, in order to increase their chances of getting an invitation from Canadian or Australian provinces or regions.

SASKATCHEWAN INCREASES THEIR LIST OF ELIGIBLE IN-DEMAND OCCUPATION

Saskatchewan increases the list of eligible in-demand occupations.

The Saskatchewan province has increased the list of in-demand occupations linked to both its In- Demand Occupation category and Express Entry.

The In-demand Occupations used to be 19 occupations, but has now been increased to more than 200.
After the overhaul and reshuffling, More than 200 occupations may now be eligible, for Saskatchewan Permanent resident.

These are two popular streams within the Saskatchewan Immigrant Nominee Program (SINP) that do not require a job offer or work experience in Canada in order for a candidate to be eligible.

One of these streams, the Express Entry sub category , is for candidates who also have a profile in Canada’s federal Express Entry pool.
Candidates in the Express Entry pool who obtain a provincial nomination through the SINP’s.


The other stream, the In-Demand Occupation Sub-Category, has been made available to candidates who are not in the Express Entry pool. If nominated, these candidates would apply for permanent resident, outside of express entry, which is slower by comparison.


Express Entry sub-category, are awarded an additional 600 points towards their ranking score, effectively guaranteeing an invitation to apply for Canadian permanent residence.

Both immigration sub-categories require work experience in an eligible high-skilled occupation, among other criteria. A high-skilled occupation is one that is rated skill level A or B or Skill Type 0 under Canada’s National Occupational Classification, or NOC.

To apply for Saskatchewan provincial nomination, you must have a minimum of 1-2years work experience in the past 10years and certification in any of these Saskatchewan occupation in-demand.

This was the initial In-Demand occupation List of Saskatchewan, before it was updated and increased to over 200 In-Demand occupation on Sept, 2019.

The other stream, the In-Demand Occupation Sub-Category, has been made available to candidates who are not in the Express Entry pool.
These candidates would apply for permanent residence outside of Express Entry, if they were eventually nominated, which is generally slower by comparison

Rather than listing the occupations that are now eligible, the SINP is only listing the 129 occupations that are excluded .

This leaves more than 200 occupations that may now be eligible. Both Express Entry candidates and individuals considering immigrating to Saskatchewan through the In-Demand Occupation Sub-Category must register a separate Expression of Interest with the SINP.

These SINP streams have long been a great pathway for eligible candidates, albeit with work experience in a very limited number of occupations, to pursue nomination and then permanent residence in Canada.

This is a List of the programs, released by the Saskachewan government, that are not eligible, for the program sub-category.

Minimum amount needed by an Express Entry or Permanent Resident applicant and Work-Study candidates for a successful Visa application








PROOF OF FUNDS

Proof of funds means settlement funds, this is how an Express Entry appliacnt shows the Canadian Federal Government that they have enough money in their bank account to settle in Canada, after they have been invited to apply, they must present a written proof that they have this money.

Permanent resident applicants are mandated to show their last 6 months statement of account and the reason why it's required is for them to check the applicants 6 months balance and also the source of the funds they are showing and also to confirm that there's no suspicious or sudden influx of funds or money into the account.

These funds should be readily available to the applicant and should be used without restrictions.

If the applicant receives a large sum of money, in their bank account as a gift, this sudden influx of funds will be justified, if the applicant is able to produce a gift deed.
This gift deed will justify the source of the funds.

For married applicants, whatever funds they have in a joint account, can be accounted towards their proof of funds, including the ones in the spouses name or account, if any.

Immigration, refugees and citizenship Canada (IRCC), has advice express entry candidates to always update their profiles, in order to show their annual changes and adjustments.

In Express entry program, all applicants are expected to provide a proof of documents. If you do not need to provide proof of funds, you must upload a letter of explanation.

EXAMPLE,
  • If you've been invited to apply under the Canada Experience Class 
  • You have a valid job offer

With these proofs, you're not expected to provide proof of funds, you do not have to meet the funds requirement if you were invited to apply under the Canada Experience Class.

Candidates who were invited to apply under the Federal Skilled Worker Program or Federal Skilled Trades Program, are mandated to show that they meet the settlement funds requirement.
For proofs, they must get official letters from any bank or financial institution where you're keeping money.

The letters must Include:



  • All current bank and investment account.



  • Outstanding debts, such as credit card debts and loans.



  • In your express entry profile, you will be asked to include the amount of money you will have, to help you settle in Canada.



  • It must be printed on the financial institutions letter head.



  • Include there contact information (address, Telephone number and email address) 



  • Include your name

Include for each current bank and investment account..


  • Account Numbers
  • Date each account was opened
  • Current balance of each account
  • Average balance for the past 6 months.


This is to show that you are capable of supporting yourself and any family member, who comes with you to Canada and also assist the Canada government, in assessing which program is suitable for you.
Keep your funds, up to date in your profile, the system may find that you're eligible for more than 1 program.

 The amount of money you need to support your family depends on the size of your family.
You should also include your spouse or dependent children,even if they're not coming with you to Canada, not minding they're permanent residents or Canadian citizens.

Canada updates the minimum settlement fund requirements for the year 2020. 

The Canadian Federal Government has and updated and increased the amount of funds needed by certain skilled workers/Express entry applicants, in order to immigrate to Canada.

Canada has updated the settlement funds requirement for two Express Entry programs

They are

The Express Entry-managed 
  • Federal Skilled Worker Program (FSWP)
  • Federal Skilled Trades Program (FSTP)

These are the new proof of funds requirement to determine eligibility for Federal Skilled Worker Program and Federal Skilled Trades Program candidates in 2020. 

The total amount of funds needed depends on the number of family members and the size of the family included on the application. 

Though the changes may be small, but they could affect the eligibility of applicants.

The Immigration, Refugees, and Citizenship Canada (IRCC), has stated that the following family members can be included on an application for Canadian permanent residence:

  • The principal applicant
  • Their spouse or partner;
  • Their dependent children; and
  • Their spouse’s dependent children.

Spouses/common-law partner and dependent children must be included on the application even if they are not coming  with you to Canada with or if they are already permanent residents.
